RESUMEN

 

En Colombia, la Universidad del Cauca en el cumplimiento de su objeto social invierte importantes recursos en Investigación y Desarrollo procurando crear condiciones a escala regional para la consolidación y socialización del conocimiento, validando los resultados, asegurando su difusión y propiciando su aplicabilidad. En estos términos, para la Universidad es clara la necesidad de establecer un esquema de valoración homologable a nivel nacional e internacional que permita evaluar el desempeño alcanzado por las unidades de investigación. El presente documento pretende delinear el perfil de una investigación cuyos ejes estructurantes apuntan a describir la experiencia de evaluación de los inputs, outputs, outcomes e impactos de los esfuerzos en actividades de Investigación y Desarrollo de la Institución, empleando para ello un Modelo Lógico Conceptual que rastrea el proceso de generación de conocimientos, desde los inputs de la I&D hasta su principal logro que es la creación de externalidades de conocimiento. La metodología sugerida por el Modelo genera un inventario de externalidades de conocimiento, de mercado y de redes. Esta información es de considerable importancia para los ejecutores y la Institución en general, por cuanto hasta el momento sólo se contaba con información bibliométrica basada principalmente en la productividad, pero que dejaba de lado aspectos de la política en educación pública tan importantes como el efecto espiral de la Investigación y Desarrollo y su significado en la productividad de las inversiones públicas en Ciencia y Tecnología.

ABSTRACT

 

In Colombia, the University of Cauca in order to achieve it's social object invests important resources in Research and Development trying to create conditions in a regional scale for the consolidation and socialization of knowledge, validating the results, assuring its diffusion and propitiating its applicability. In these terms, for the University it is clear that it is necessary to establish a model of evaluation that allows the stakeholders (in a national and international level) to evaluate the performance and impacts reached by the investigation units. The present document aims to describe the profile of a research project whose main axes point to analyze the experience of evaluation of inputs, outputs, outcomes and impacts of the Research and Development activities of the Institution, using a Conceptual Logic Model that allows to observe the entire process of generation of knowledge, starting with the inputs of the R&D and ending at creation of knowledge Spillovers.

 

The application of the model mentioned produces an inventory of knowledge, market and network Spillovers. This information is relevant for the decision makers and the institution because it allows them to think about the problems faced by the current evaluation systems, including their lack of consideration of Spillovers. Besides, it suggests some action courses in the future evaluations of    impacts in Research and Development.
