Characterization of national scientific journals on engineering and technology classified in Colombia by Publindex

This editorial letter reviews the characteristics of journals, publications and statistics, classified into the 763 call of 2016 made by the National Publication Indexing Service. They were published on September 15, 2017.

Scientific engineering journals are media outlets which seek to strengthen technological development and innovation processes, along with leaving a positive impact on society. In Colombia, Publindex published the list of recognized and classified journals, grouped into 6 major areas of knowledge: agricultural sciences, medical and health sciences, engineering and technology, natural sciences, social sciences and humanities. On this occasion, 627 journals were registered, from which 244 met the criteria to be recognized. Particularly, in the area of engineering and technology, 76 journals are presented, from which 30 journals were classified. This means that 61% of journals were without category.

Based on these results, a brief descriptive study is carried out that gathers the qualitative and quantitative criteria, and the information of the journals is collected, emphasizing the editorial policies. Regarding the topics of this research, cases of outdated web pages or access problems are included, as well as those were it is necessary to consult the information related to these journals in the bases and indexes, such as Scielo and Redalyc. Next, table 1 is related to the number of journals participating in the call and the final result for the area of engineering and technology.

The analyzed data indicates that the 30 endorsed and classified journals are distributed in 8 departments, and between them they lead Antioquia and Cundinamarca, where 8 journals are located in each one (27% each). The department of Antioquia excels with the only A2 magazine, 5 journals located in category B (50%, half of the journals in the category) and 2 in category C. In Cundinamarca, 2 journals were registered in category B and 6 in category C. The department of Santander has 4 indexed journals; the department of Atlántico, with 3; the departments of Risaralda, Norte de Santander and Valle del Cauca, with 2 magazines, and the department of Boyacá, with one. Next, table 2 lists the number of journals and categories by department.

According to the type of entity where the publisher of recognized and classified journals is located, 16 journals (53%) are public and 14 (47%) are private. Regarding the languages of the manuscripts, 14 journals (47%) express in the editorial policy that they receive and publish articles in Spanish, English and Portuguese; 13 journals (43%), in Spanish and English, and 3 journals (10%), in English only.

Regarding the frequency of publication, the evaluation indicated that most of the journals, 24 (80%), published semiannually during the year 2017. Likewise, it was identified that 29 journals (97%) use the double blind pairs review system (anonymous both authors and evaluators), while only one journal of the area studied (3%) uses the blind simple review system (the reviewer knows the author, but the author not the reviewer). This shows that double-blind peer review is the method most used by most journals.

Moreover, regarding the number of articles published, 12 journals (40%) published between 11 and 20 articles during the previous year; 8 journals (27%), between 21 and 30 articles; 5 journals (17%), between 31 and 40 articles; 3 journals (10%), between 41 and 50, and 2 journals (7%) published more than 50 articles in 2017. The average per published number is 12 articles. The magazine with the highest classification in the area of engineering and technology, A2, stands out in this count as it published an average of 40 articles per number issued, for a total of more than 100 articles per year. Table 3 lists the data described above.

This review does not intend to be exhaustive, however, it shows some interesting data that allow to characterize the recognized and classified journals in Publindex, during the period 2017-2019, in the area of engineering and technology. In the case of Revista UIS Ingenierías, it is currently in category C, and differs from the magazines in the area, as it is the only one with a single blind review. In addition, it is one of the three journals that published between 41 and 50 articles during 2017. As of 2019, RUI will have the publication of 4 issues per year.

On October 8, 2018, through Resolution 1202, the 830 call for the Indexing of Specialized Colombian Scientific Journals, Publindex, was opened. Once again, the publications will be evaluated based on the evaluation of their editorial management, their visibility and their impact, and a new corpus will result from this.

Revista UIS Ingenierías, during the year 2018, was present at the V International Symposium on Bridge Design and

Construction, held at the Industrial University of Santander, in Bucaramanga. It was also present at the IV International

Congress on Advanced Technologies of Mechatronics, Design and Manufacturing, AMDM 2018, held at the Autonomous University of Manizales, as well as at the III International Congress of Applied Mathematics, developed at the Universidad del Bosque, in Bogotá. We thank the organizers for allowing us to be present and participate in the different activities developed.

The Editorial Team of the journal is pleased to publish the first issue of the year 2019, corresponding to JanuaryMarch, consisting of 21 articles. We thank all the authors and the evaluators, for their contributions, and our readers, for their interest.

Caracterización de las revistas científicas nacionales de  ingeniería y tecnología clasificadas en Colombia por Publindex 

En esta carta editorial se revisan las características de las revistas científicas nacionales especializadas en el área de ingeniería y tecnología, clasificadas en la convocatoria 763 de 2016, del Servicio Nacional de Indexación de Publicaciones Especializadas Seriadas de Ciencia, Tecnología e Innovación, Publindex, cuyos resultados fueron publicados el 15 de septiembre de 2017.

Las revistas científicas de ingeniería son medios de divulgación, que buscan fortalecer el desarrollo tecnológico y que contribuyen a los procesos de innovación, además de que impactan positivamente en la sociedad. En Colombia, Publindex publicó el listado de las revistas reconocidas y clasificadas, agrupándolas en 6 grandes áreas del conocimiento: ciencias agrícolas, ciencias médicas y de la salud, ingeniería y tecnología, ciencias naturales, ciencias sociales y humanidades. En esta oportunidad se registraron 627 revistas, de las cuales 244 cumplieron con los criterios para ser reconocidas. Particularmente, en el área de ingeniería y tecnología, se presentaron 76 revistas, de las cuales 30 revistas fueron clasificadas. Esto quiere decir que el 61 % de revistas quedaron sin categoría.

A partir de estos resultados, se realiza un breve estudio descriptivo que reúne criterios cualitativos y cuantitativos, y se recopila la información de las revistas, haciendo énfasis en las políticas editoriales. En cuanto a los sesgos de esta investigación, se encontraron casos de páginas web desactualizadas o con problemas de acceso, de modo que fue necesario consultar la información relacionada con estas revistas en bases e índices, como Scielo y Redalyc. A continuación, en la tabla 1 se relacionan el número de revistas que participaron en la convocatoria y el resultado final para el área de ingeniería y tecnología.

Los datos analizados indican que las 30 revistas avaladas y clasificadas se encuentran distribuidas en 8 departamentos, y entre ellos lideran Antioquia y Cundinamarca, donde se localizan 8 revistas en cada uno (27 % cada uno). Sobresale el departamento de Antioquia con la única revista A2, 5 revistas ubicadas en la categoría B (50 %, la mitad de las revistas de la categoría) y 2 en la categoría C. En Cundinamarca se registraron 2 revistas en la categoría B y 6 en la categoría C. El departamento de Santander cuenta con 4 revistas indexadas; el departamento de Atlántico, con 3; los departamentos de Risaralda, Norte de Santander y Valle del Cauca, con 2 revistas, y el departamento de Boyacá, con una. A continuación, en la tabla 2 se relacionan la cantidad de revistas y las categorías por departamentos.

Según el tipo de entidad donde se sitúa la editorial de las revistas reconocidas y clasificadas, 16 revistas (53 %) son de carácter público y 14 (47 %) de carácter privado. En cuanto a idiomas de los manuscritos, 14 revistas (47 %) expresan 10 en la política editorial que reciben y publican artículos en español, inglés y portugués; 13 revistas (43 %), en español e inglés, y 3 revistas (10 %), únicamente en inglés.

Con respecto a la frecuencia de publicación, la evaluación indicó, que la mayoría de las revistas, 24 (80 %), publicaron semestralmente durante el año 2017. Así mismo, se identificó que 29 revistas (97 %) utilizan el tipo de revisión por pares a doble ciego (anónimos tanto autores como evaluadores), mientras que tan solo una revista del área estudiada (3 %) utiliza la revisión a simple ciego (el revisor conoce al autor, pero el autor no al revisor). Esto demuestra que la revisión por pares a doble ciego es el método más empleado por la mayor parte de las revistas.

Por otra parte, en cuanto a la cantidad de artículos publicados, 12 revistas (40 %) publicaron durante el año anterior entre 11 y 20 artículos; 8 revistas (27 %), entre 21 y 30 artículos; 5 revistas (17 %), entre 31 y 40 artículos; 3 revistas (10 %), entre 41 y 50, y 2 revistas (7 %) publicaron más de 50 artículos en 2017. El promedio por número publicado es de 12 artículos. En este conteo sobresale la revista con la clasificación más alta del área de ingeniería y tecnología, A2, la cual publicó un promedio de 40 artículos por número emitido, para un total de más de 100 artículos al año. En la tabla 3 se relacionan los datos descritos anteriormente.

Esta revisión no pretende ser exhaustiva, sin embargo, muestra algunos datos de interés que permiten caracterizar las revistas reconocidas y clasificadas en Publindex, durante el periodo 2017-2019, en el área de ingeniería y tecnología. En el caso de la Revista UIS Ingenierías, está actualmente se encuentra en la categoría C, y se diferencia de las revistas del área por ser la única con revisión a simple ciego. Además, es una de las tres revistas que publicó entre 41 y 50 artículos durante el 2017. A partir del año 2019, RUI contará con la publicación de 4 números al año.

El 8 octubre de 2018, mediante la Resolución 1202, se dio apertura a la convocatoria 830 para la Indexación de Revistas Científicas Colombianas Especializadas, Publindex. Nuevamente se valorarán las publicaciones a partir de la evaluación de su gestión editorial, su visibilidad y su impacto, y de esto resultará un nuevo corpus.

La Revista UIS Ingenierías, durante el año 2018, hizo presencia en el V Simposio Internacional sobre Diseño y Construcción de Puentes, realizado en la Universidad Industrial de Santander, en Bucaramanga; en el IV Congreso Internacional sobre Tecnologías Avanzadas de Mecatrónica, Diseño y Manufactura, AMDM 2018, realizado en la Universidad Autónoma de Manizales, así como en el III Congreso Internacional de Matemáticas Aplicadas, desarrollado en la Universidad del Bosque, en Bogotá. Agradecemos a sus organizadores por permitirnos hacer presencia y participar en las diferentes actividades desarrolladas.
