Abstract

RESUMEN ANALÍTICO

Arquitectura Empresarial (AE) está tomando cada vez más auge en el sector público mundial para mejorar y transformar la organización desde TI y el área de negocios. Colombia no es la excepción dado que AE comienza a tomar fuerza debido a planes de desarrollo tecnológico como Gobierno en línea y Plan vive Digital, los cuales promueven la transformación y modernización de las organizaciones mediante las tecnologías de información y comunicaciones. Este estudio revisa el estado actual de arquitectura empresarial en el sector público a nivel mundial mediante revisión en bases de datos reconocidas y la relación entre Arquitectura Empresarial y sectores públicos, para aumentar la comprensión de AE en Colombia y determinar aspectos relevantes para la implementación de AE en búsqueda de obtener mayor éxito en estos proyectos. Como resultados y hallazgos se encuentra la existencia de factores de tipo social, administrativos y técnicos que se deben tener en cuenta para lograr una mayor probabilidad de éxito en implementaciones de AE. Además la importancia de gestionar dichos aspectos sociales y administrativos aspectos, al mismo nivel que los aspectos técnicos dada la naturaleza de AE. Estos factores identificados se deberían tener en cuenta en Colombia debido a que actualmente se encuentra en una fase inicial donde las entidades públicas buscan implementar arquitecturas empresariales y así generar nuevas investigaciones y desarrollos en el campo de estudio.

RELEVANT FACTORS TO START ENTERPRISE ARCHITECTURE IN THE PUBLIC COLOMBIAN SECTOR. BIBLIOMETRIC STUDY

ANALYTICAL SUMMARY

Enterprise Architecture (EA) is becoming increasingly more in global public sector to improve and transform the organization from information technology and business area. Colombia isn´t the exception since AE started to take off due to technological development plans as Government Online “Plan vive digital”, which promote the transformation and upgrading of organizations through information technology and communications. This study reviews the current state of enterprise architecture in public sector of other countries, making a review by recognized data bases and the relationship between Enterprise Architecture and public sectors to increase understanding of EA in Colombia and identify issues relevant to the implementation of EA seeking to achieve greater success in these projects. As results and findings is the existence of social factors, administrative and technical to be taken into account to achieve a higher probability of successful EA implementations. Besides, the importance of managing such aspects as social and administrative to the same level as the technical aspects given the nature of EA. These identified factors should be taken into account in Colombia because it is currently in an initial phase where public entities are seeking to implement enterprise architectures and to generate new research and developments in the field of study.
