Abstract
Chiapas like others states in Mexico lacks of enough technical auditing offices, nowadays only a 10% of Municipalities has implemented this control in the state. As a result, the checking of the public expenses is minimum, slow and inefficient.
To develop the present work, deductive and realistic-materialist method has been used, allowing the analysis of the problem beginning from reality to specific concepts. Main objectives are:
Analysis of municipal legal frame and municipal controls elements.
To propose minimum basis to control and transparent expenses.
