The Republic of Colombia, proclaimed by the General Congress, and sanctioned by the free peoples of Cundinamarca and Venezuela, is the seal of your independence, of your prosperity, of your national glory!
The foreign powers when presented constituted on solid and permanent bases of extension, population and wealth, will recognize you as a Nation, and will respect you for your victorious weapons: they will esteem you for the justice of your cause, and they will admire you for your consecration to the homeland.
