Abstract

In recent months, COVID-19 has represented an important public health problem in Colombia, reason why state of emergency was declared and quarantine was indicated at the national level, according to the guidelines of decree 457 of March 22, 2020. Despite the different strategies implemented for the preventive isolation of the population, acts of public disobedience have occurred, some of them motivated by the social conditions that have existed in the country for years and were exposed to the current situation. This work will identify some of these social problems and how they have hindered the population management during the crisis.
